Co-Founder and Chief Executive Officer of a consultancy firm specializing in designing and operating health financing and delivery systems. Clients have included governments, hospitals, insurers, medical groups, managed care organizations, international agencies and research institutions.
Engagements have included advising on health systems reform, participating in public private investments partnerships, developing a new insurance product for underserved populations, business planning for hospital systems and medical groups, and re-engineering major business processes.
The Healthcare Redesign Group was recognized by the San Francisco Business Times as one of the fastest growing privately held companies in the Bay Area in 1998.

Areas of expertise include the role of private health insurance in health financing, regulating insurance markets, private and public collaboration for financing and delivery of health care, innovative solutions for sustainable financing of HIV/AIDS, and funding options for universal health coverage in developing countries and emerging economies. Country engagements spanned Eastern Europe, Asia and Africa. Served on the Commercial Advisory Board of the British National Health Service; and the Working Group for Private Insurance of the Organization of Economic Cooperation and Development.

Directed staff of 550 at 31 locations. Involved in all aspects of financial operations of the insurance arm of Kaiser Permanente, the Kaiser Foundation Health Plan. Managed clinical and financial systems implementations. Managed non-dues revenue including direct patient billing, coordination of benefits, third party liability and workers’ compensation.

Implemented Diagnostic Related Groups (DRGs) when Medicare changed reimbursement methods.
